Rhode Island Special Needs Emergency Registry

Enrolling in the Rhode Island Special Needs Emergency Registry (RISNER) lets police, fire, and other first responders in your community better prepare for and respond to your needs during a hurricane, storm, or other emergency.

Many people may need extra help during a time of emergency, including people who:

  • Use life support systems such as oxygen, respirator, ventilator, dialysis, pacemaker, or who have chronic conditions and require treatment (e.g., have diabetes and require insulin);
  • Have mobility needs and use a wheelchair, scooter, walker, cane, or other mobility device;
  • Are visually impaired, blind, hard of hearing, or Deaf;
  • Have speech, cognitive, developmental or behavioral health disabilities; or
  • Use assistive animals or a prosthesis.

Rhode Island Special Needs Emergency Registry

The information submitted to RISNER is shared with local and state first responders and emergency management officials. Your information is held confidentially and only accessed to assist in your safety and well-being. The Rhode Island Department of Health and Rhode Island Emergency Management Agency have worked with E-911 to notify first responders when they are responding to a household that may have someone enrolled in the Registry. While enrolling in RISNER does not guarantee assistance, this notification allows first responders additional time to consider how to best respond to that incident. Please note that strict confidentiality is maintained at all times and only those who have a reason to access the information are authorized to do so.

If you cannot complete the enrollment form yourself, a family member, caregiver, or authorized representative can complete the enrollment form on your behalf. (A paper form (Spanish | Portuguese) is also available.)

Be Prepared

We all need to be prepared for emergencies. If you or someone in your family has an access or functional need, remember to take it into consideration when preparing your emergency supply kit. If you take medication or use a medical treatment on a regular basis, be sure you have what you need to care for yourself for at least three days.

RISNER Events

The RISNER team offers three types of outreach opportunities to people who want to learn more about the Registry and how to prepare for emergencies. This outreach is provided at no cost to community members.

Introduction to RISNER: This 15- to 20-minute information session includes an overview of the Registry, explains how and why to enroll in RISNER, and explains how we protect the information you submit.

Personal Preparedness 101: This one-hour presentation explains how and why to make an emergency plan, build an emergency kit, and to stay informed during an emergency. This presentation also gives an overview of preparedness resources in Rhode Island.

Community Outreach Table and Materials: Are you organizing a community event? The RISNER team would love to come! We have team members who can talk to community members about the Registry and preparedness, and provide brochures and informational materials.
